Obama could shut that place down if he wanted. The fact that Congress refuses to allocate money to do so is NOT a legitimate reason to not do it. Obama is Commander in Chief. There are ways he could close this place down, if he so wanted.

I notice it said that he was 'under the influence' of marijuana and alcohol. The alcohol is certainly impairing, and sobriety tests and BAC tests measure CURRENT levels of alcohol. Such is NOT the case with marijuana.
